What makes the phantom good at PVP currently are their ships (RC is very...uber now), their guns (20% according to jure) and their TEAMWORK.

Quite frankly, the Phatoms don't even need to have better wares (they should be like everyone else, maybe a 5% but not more)... They are already always (or most of the time) fighting in coordinated groups teamworking well. Teamwork is a skill... And Phantoms are quite good at that, hence why most will say that phantoms are very skilled.
