Universal Shipping ID/rumour inconsistancy

According to various vanilla DSE rumours, Ageira only allows DSE to ship the parts and nobody else is allowed to touch them, but what does Microsoft know, eh? They screwed up lots of rumours with them contradicting each other XD Anyway, it should hopefully be tweaked for the next beta update.
