Solaris are mean to be deadly at short range, so that they keep bombers over that range, yes bombers can fire SNs/novas from there, but capships can dodge some half of those SNs, so the escorts they have have more than enough time to blast the bombers.
VHF in this scheme have no chance of downing the cap without bomber assistance.
If solaris don't hit at short range and flak doesn't hurt at that range, they are broken yes. That's why some changes are on the way. But range is not one of them.
