Name another place in space that has backdoor deals with its pirates. That is how it is more complicated. The Kusari factions have to juggle their apparent goals with keeping a straight face. THAT is how it's so much different.

In any other one house, a basic character has black and white relations with everyone else in that house. It can be developed more, to the point where a character has some sympathies towards certain groups due to their backstory and all that, but, in Kusari, things aren't black and white for a basic character. The FA and Hogosha make trouble for the Kusari government, and they have to keep a face of being lawful while still fulfilling their purpose. The same goes for the KNF. They have to keep a face of cracking down on pirating while staying somewhat friendly (Or unfriendly, depending on the character) towards the conservative quasi-lawful groups. That is also only the basics of the relationships. With any one interpretation, that could change drastically.

Name any other house like that. Unless we count the Junkers as somewhat friendly to the institutions in place (Which isn't possible, I don't think), you can't, at all. That is how Kusari is different.
