Galics outside Galia

Gallia is just another house, and should be treated in the same fashion as the other houses. However, the lawful part of the house is "at war" with the remainder of the houses.

The lawful part of Gallia is not currently at war with Sirius, they have to take out the council first. Right now they just dont want anyone going to or from Sirius because they want all the civilians to think the rest of Sirius is evil so they can go to war with them.

Cause they simply can't do anything. Trading inside Gallia is not very profitable (just like all in-house trading) and you get the problem that gallia is "split" by the countil controlled system. So basically they have 2 systems to be in.

Now they can't even trade with the outside = "smuggling" past council?

Council ships should not be stopping traders unless the are carrying goods that support the GRN or Gallic police. Now I bet this is still happening a lot but It simply should not be. In fact council ships should be encouraging Gallic traders to trade with the rest of Sirius.
