Well, if Baltar meant what I think he meant, he's saying we need to go to the other way.
When I made my first Liberty Navy Guard tag, it was a lot of work, a lot of missions, a even more time dropping the other factions.

Then I made the Corsair Guard, like.... 1/3 of the time than the Navy.
Then I made the Bounty Hunter Guard, same as corsair if you know where to work.

Now, in .85 they said, players would need the Guard to be allowed to fly a capital ship, first I thought "hey, great we will have less capwhores in Liberty" because it takes a very long time to get the Navy Guard TAG. But, I was wrong, they (we) only need to be friendly to the Guard to be able to buy the Guard ID. Well, that should be the first step, and people should have the Guard TAG too.
And as it's not preventing capwhores, even worst, now the capwhores think they are allowed to be capwhores "Hey I have the guard ID, do I have to do something else?!"

I say.... and it's just me for now.... NO to the /droprep, and force the capital ships to have the guard TAG.
And for those factions that are really easy to get the guard tag, make it harder.
