Here is the basic summary of Junker's Congress role-play:
1. We are an intelligence network and a smuggling ring fronted by a salvage op. Most of our activities will be towards one of those 3 goals.
2. We don't attack legit trade, even if it is a hogosha doing the trade. We do, however, pirate any non-junker smuggler we come across. Independant miner mining our scrap fields? Make them pay us for mining rights. Non-faction smuggler passing by? Shake them down for insurance money. "Bad thing happens to those who don't take out insurance policies". Basically go after those with no legal recourse.
3. We don't set up blockades, and we do piracy discreetly. If there is a LN in bering, and we encounter Republican Shipping moving stuff across the border, we let the LN handle it.
4. We use our own ships, 'generic' ships like the crow, and the Zoner Gunboat. We have enough good ships to choose from to not need to use other faction's tech. We also do not need anything bigger then a gunboat, transport, or salvage frigate, given the nature of our operations
5. Last but not least, stay off the radar of lawfuls when doing illegal activities, and be noticed when doing legal activities. If you get caught, pay the fine, or try to bribe the person who caught you.

Remember, as an indie you have more freedom then player groups do, but the above guidelines will keep you out of trouble while still giving opportunities for piracy and the like.
