Remember too that the Corsairs are allies of the Hogosha and the Hogosha have a LOT of influence in the Kusari government. The Hogosha own a lot of government officials whether through bribes or blackmail.

It's the same reason that artifacts are not illegal in Kusari, thanks to the Hogosha influence over the officials. All Hogosha can legally transport artifacts in Kusari.

The KNF will work with the Corsairs in the specific situations mentioned in the info card because of who the Outcasts and their allies are. The allies of the Outcasts in Kusari are the worst enemies the Kusari government has - the GC and the Blood Dragons. So you're darn right that the KNF will take an enemy of my enemy is my friend view of the Corsairs in those situations especially when the Hogosha are behind the scenes pulling strings for their allies, the Corsairs.

Zukeenee: Hogosha are not pirates, they aren't even criminals in Kusari. And the KNF does not openly work with the Corsairs, the Hogosha do. All the KNF do openly is turn a blind eye.
