I think Xoria is quite right, and frankly, I consider embargoes pretty inappropriate play when done by house military factions with no regard to corporate factions whom the embargoes directly affect. Frankly, I think it's quite a lack of courtesy for fellow players.

That said, while Xoria is right in principle, I don't know that effecting the changes he suggests would make that much of a difference. Gateway, for instance, is not about to risk getting blacklisted by the Rheinland government for attempting to run the embargo, removing yet another house from our trade routes. Indies might want to do this, but I can't imagine corporate factions wanting to take this risk.
