Registration threads don't work. They're too complex. Instead, I'd opt for one of two things:

• Admin Intervention for Battleships and some kind of instant-death policy for the RP-less noobs, teleporting them to Bastille where they can sit and read the rules all day.
  
• Complete carte blanche to blow them out of the sky without warning and with overwhelming force. THEN tell them to read the damn rules.
