Open SP questions

Greetings all,i choose to write this because my connection sux but discovery seems the most complex mod out there,and a lot of new things to discover.
I have 4.85 mod,and a few questions :

Can i mine in SP by the new rules?
Do licenses have a purpose in SP?
Can i get to fly nomad ships in SP without cheating?

that will be all for now,but stay tuned.
I want to make this thread dedicated for those who can`t play online like me.

licenses meaning ID's than they are your tractor beam, to be a nomad you will have to make all neutral when starting the SP or using Ioncross.
And about the mining i dont know much in online game myself
