Is it just possible for any independant Rheinland Military to get the Rheinland Battleship?

Yes.
If they have the Guard ID, they can get that ship.
Nobody can stop them indefinately except the Admins, which they won't unless he breaks a rule (Including being OORP, so that is covered)
