Hessina/RM/Liberty?

Basically, compare the unlawfuls in Rheinland with the ones in Liberty.

Liberty: Unlawfuls hate the lawfuls, and are pretty much that. Pirates.

I also can't see the Xeno's fighting alongside Liberty.
Will probably fight against Liberty.

How many times has this misguided belief been thrown overboard? The Xenos may dislike the lawfuls for costing them their jobs, but they are not what they see to be the direct cause. Foreign organisations and possibly certain branches of the government, sure, but I don't see them stepping aside, bending over and welcoming the Rheinlanders with welcome arms. Besides, I'm pretty sure we've heard this one from the horse's mouth before.
The Rogues are different, but for similar reasons I don't see them being too find of the Rheinland style of government.
The Lane Hackers, however, will probably continue as normal. Sure, if a few Rheinland ships happen to get between them and their goal, they may suddenly disappear from the face of Sirius, but apart from that I don't seem them actively fighting in the war.

So basically, only if there is a Liberty personage involved, would a Hessian be on neutral terms with the RM.

I'm not too sure on the state of Rheinland politics, but I'd say that for the sake of fair play at least, they'll find some reason or another to fight for Rheinland.
