I don't, in fact, beleive that was the result of the Orkney thread, and I may say the same arguments I made there are applicable here, only more so as it is not even vaguely cut-off. Inverness is right next door to Newcastle, easily accessible by BAF and BPA, the infocard for the system in game says "BRETONIA" in big letters, and as Unselie says it is a prime smuggling route. Its remoteness is pretty irrelevent - that's precisely why the BPA would want an outpost there, because it is remote and they want to make it less so. Certainly it is no more remote than Dundee, which gained a BPA outpost this version, so I don't see any reason why Inverness couldn't next version.
If its good enough for Dundee or Chester, its good enough for Inverness.
