I like most of the thoughts, though for Inverness, I like the idea of it staying a bit more remote. I like the idea of something like a BMM survey station out there though, as an initial step to possible large scale activities in the future.

I would like to see another shipyard, too, possibly with a Bowex supply depot nearby. With all the fighting, I'd think they'd need to step up operations. Not sure if Chester is the best location, but it could use something.

A new system between Cambridge and Manchester would be really neat for that though. A big barrier system with an opening in the middle for the shipyards. No star, just a desolate sort of place no one would think to look. Especially if it also had a connection to Salisbury? Move the Cambridge Molly base there and add a Corsair one to Cambrige, as was suggested.
