I'd agree with this, but there isn't much alternative for shipyards that construct civilian stuff in Bretonia. Bowex makes all the civilian craft, such as transports, while BMM makes all the warships and heavy duty industrial stuff.

I suppose it could be made to belong to the BPA so all the Bretonian Corps can go there without feeling silly, but I don't really think that makes much sense.
