Well, I guess I thought there would be alternatives to the government proper or government-subsidized shipbuilders - some RP'd private corp that doesn't actually have a faction. (It's odd, frankly, that Bowex builds ships, but I guess no more so than IMG. At least they're not marked as Bowex ships - no offense :))

A private firm selling ships would sell to both government groups, like Bowex, as well as private individuals, such as IMG and Gateway.
I think this makes sense with Gateway as distributor, but I honestly find it a bit of a stretch that Gateway would have a shipyard (though again, with all the other changes already present and being proposed, it seems somewhat more reasonable). If it did, perhaps one of the larger Bret ships (Shire or Shetland), the Percheron or Clydesdale, and a general civ transport (like on Manhattan - 1000 cargo).
