Remember, though- people being transported in... shady scenarios (ie. Slave ships, immigrant smuggling vessels) are often crammed into spaces and conditions that are not technically meant for transporting people. Commercial cargo vessels are often used to smuggle immigrants across the Pacific, to use a contemporary example.

Well yes, slaves are definitely an exception. I mean, i don't really think the slave liner is actually beautifully furnished inside or anything. But VIPs in container transport = magnificent fail. Potentially you could ship refugees and prisoners in less than luxurious conditions, but I think human rights would be moaning if you used less than prison liners, really.

As for significantly dropping cargo space on liners:

Forgive me if I'm wrong, but what is being suggested would actually increase the profits liners make when carrying people, whilst dropping it for everything else. My Luxury Liner's never carried anything except people so this gets thumbs up from me. People hauling engine components in liners are doing it wrong. I mean, the actual 'number' is just completely abstract. What's that? A vacationer is the size of two diamonds? I want these diamonds!
