I like this idea a lot, and the chance for abuse is slim enough to make it worth it, imo.

One thing about liners hauling cargo...
I haul 1200 units of cargo in my slave liner, whenever I'm on a base that sells it low or happen to destroy a NPC with a valuable load. My justification is that it has six pods on the side, which I RP as being pods with cargo storage capability. 200 units each.
They can house slaves, very uncomfortably, and have straps to tie down anything that can't be shackled.

Seems in RP to me, though I'm not sure if the other liners have a feature that would justify this.
I'm sure every single one has about one to two-hundred units of space for food, luggage, etc...


Edit:
I also never load up to my full capacity with slaves. I always leave about 100 units of space.
Since the pods are dual-purpose in my RP, I imagine that I can't cram as many slaves in there as with the rest of the ship.
