Texas and Hamburg both should NOT be battlegrounds this early in the war either. If you must engage (this goes for Libs too), do it in the Independant worlds or better yet, New Hampshire.
SWAT is a part of LPI isn't it? So why not be part of the RFP? A stab at non-overlap is coming off as just that, huge overlap between both RFP and RM.
