I think that every faction should have it's own ship line, however I feel that for many of these factions these ships should be clones of their allies ships with a different texture. I think this is the most in RP solution as it acknowledges the fact that not every faction has the industrial base / technology to build their own ships, but they all have the ability to paint their ships differently, which I would think they would do as a matter of pride.
