Why Zoners can freely access houses?

last state i know of was that....

- the BHG would probably be neutral
- zoners would depend on their diplomacy and how it evolves

there is no hint that suggests that the zoners should be hostile per se. - its a rather open situation. - zoners have much to offer that the GRN can hardly deny. - they can also remain neutral to the council and the unlawfuls, cause they d approach gallia the same way they approach the classic houses.

making them hostile takes the main aspect from the zoners - neutrality to all but the greatest enemies of "humanity". - gallia is not an enemy of humanity though - so making them an enemy per se is a decision that should be discussed at least on the dev forum...

unless igiss has made that decision - which i am not aware he did
