Zoners should be able to enter the House systems freely, but that doesn't mean people in character have to like them. Or trust them. Or give them cookies. As for Zoner Caps, they don't seem to play the same role as military Caps. They are more independent, one currently appears to be a colony a la battlestar gallactica (first version).
They aren't quite a military force, and yet they do have sufficient force to defend themselves and deter actions against Freeports. The Zoners are not expected by any House or outlaw faction to be interested in the claiming of territory, as their set Zones Of Control are usually only a 5/10k radius from their Freeport, which is a tiny amount of space within a system, so there is no precedent to be wary of the Zoner caps in the sense of invading armadas.
Zoners also aren't immune from piracy, so House criminals who are primarily supplied by junkers/IMG... go for the throat.
