I'd like to help but I'm having some difficulties in understanding what the problem is, exactly.

Most laptops and pre-assembled desktop computers comes with a secondary partition containing all data needed for the restore process,
instead of the good old "restore disks".
The customer can, only once, burn this data from the HDD to a DVD set and it is highly recommended to do so the first time the computer is turned on,
to avoid future troubles (there should be a detailed document inside the box telling how to do that for your machine).
If the above process wasn't done and the HDD/Operative System is damaged/unusable, Sony should be able to send you a copy of the restore disks by mail (if you're not having success with the local reseller try calling Sony directly).
The operative system license with the key code should be attached phisically to your machine, usually on the back if it's a laptop.

Conditions for a "money back" are usually valid only for few days after the purchase date (depending on your country laws and/or Sony policies).
If the machine turn defective at a later date it usually get shipped back to the producer, repaired and sent back to the customer in a week or two.
