As plunderer I haven't pirated anyone, I have however, told people to report to a planet or station to be scanned and had them ignore me.
Ignoring RM directives gets you a $2mil fine. Read the faction rules in the [RM] faction thread, every fine I've placed on someone was because they broke RM rules or ignored [RM] directives.
As for threatening people, when? I've merely been pointing out to people that it's easier to do as asked once, then they don't get a fined slapped on them or shot at after they refuse to pay the fine 4 or 5 times.

As for the 'pirating' of a large train by a single red hessian HF (an NPC to boot) thats because I was typing a message to the trader, though why they were worried about a single NPC using laser weapons against a graviton shield is beyond me, it takes 2 or 3 corsair titans or outcast sabres to drop a class 7 graviton shield fast enough to worry anyone.
