EDIT: You could just replace station turrets with something that was meant to drop more than a class 2 shield.

Park a BS in front of Manhattan... it will be without shield all the time.
Now bs doesn't have class 2 shield does it?

Point here is that IF there's a defense force (say 1-2 bombers) the guns can keep down shield on any caps, so the bombers win.

For extra defense there are BS patrols flying around.
