Could I ask something... ? How are they allowed to open fire without warning on RM vessels, yet do not have the proper rep (READ: Green in my HUD, Police tag) to show they are enemies of Rheinland. Should they not show up RED?

They *HAVE* been declared enemies of the state. RP states that they should be shot at the by the NPC's.
