Thing is, this isn't a "major disadvantage" to anyone. If you're not cruising to catch up to someone, there's not one issue with your power core not recharging while you cruise. Fighters simply aren't a large issue, since they can catch thrusting runners by... thrusting. Capital ships have lower thruster speeds, or no thrusters at all, hence the rule breakers of whom it's absurdly difficult to catch breaking said rules will just cruise to catch the faster ships. This is what happens, and is hard to report, not to mention the battle is frakked once they do it either way, report or not.
Again, this doesn't screw over anyone except rule breakers.
