Yeah, ideally, within the limitation I'm aware of, I'd boost all ships' cargo bay capacity by 100x, then start balancing from there. Oxygen might take 3 spaces, water 7, terraforming gases 11, etc. But that just seems way too complicated and kludge-y of a solution.

With your example over oxygen vs optronics, I'd say that there's nothing wrong with oxygen costing more than optronics in certain places, sort of like the current model. After all, when you're at research station nowhere in Omicron wherever, you likely already have all the optronics you need, but oxygen, water, food, etc are consumable resources, and they would always have need of those, both for use and for a reserve.
