The thread title is extremely misleading, as it gives the impression that you have Microsofts blessing to make a sequel...which you do not. It would be helpful to make it clear that what you want to make will be a strictly non-commercial product.
If you got it in you to spearhead something, go for it, but don't start out by employing bait & switch tactics please...it will always do more harm to your desired project than good.
