Personally, I couldn't care if you are indie or factionalized, if you abuse a cap ship, you aren't responsible enough to have it and it should get yanked. Already happened to a Bounty Hunter, he went home in a Starflier.
Now, IF there were in rp solutions to the problem, word would get around and things might calm down.
If I was on my Lawful and saw the Council of Dons wtfpwning a OC dessie that was causing a problem, I would just keep right on going and pretend I didn't see a thing.
Ignoring the problem is what got us to where we are.
As Edmund Burke said:

Lets update that for our situation:
"All that is necessary for Lolwutters and griefers to succeed is that good players do nothing."
