Gentlemen and Ladies of the Liberty Navy:

As you are probably aware, AP Manufacturing is the builder of, and sole provider of, ships and spares to the Bounty Hunters Guild. While we have not always had a perfect relationship with every government, we do have bases and personnel in all of the houses of Sirius, excepting of course the upstart Gallians.

With such a widespread need for parts, materials, and supplies, our cargo vessels have always strived to obey ALL militaries during the assorted conflicts that have arisen between the respective houses. At the same time, we have also attempted to establish and maintain a good relationship with those militaries, as there are certain cargoes that OUR bases need which sometimes could be considered military supplies, since we also have fleets of fighters and combat vessels to maintain while we assist the lawful civilian governments in their criminal law enforcement duties.

As you are no doubt aware, the Bounty Hunters Guild maintains their Liberty Office on Planet Houston, Texas system. The hunters on this base work closely with their counterparts that are based on Planet Hambug, Hamburg system, in an attempt to help with the lawlessness of the Bering and Hudson systems. In addition, of course, the Bounty Hunters Guild maintans bases on Deshima Station in Shikoku, Sheffield Station in Manchester, and Omega 15, Omega 56, and Omicron Delta.

Something that you may not be aware of is that APM has reached an agreement with Interspace, and as such APM has both offices and secure storage facilities on Roppongi Station in New Tokyo, Newark Station in New York, Waterloo Station in New London, and Bonn Station in New Berlin.

Because of this relationship, we at times have necessity to tranship goods from Roppongi to Bonn, for support of our Omega and Omicron Bases. We are certainly amenable to reaching a similar relationship with the Liberty government and Navy regarding a licensing fee, similar to one we have with the Bretonia Police and Bretonia Navy for transhipping goods through Bretonian space that are restricted due to their war with Kusari. In these instances, your case 0.3 would not actually be applicable, because the goods in question would not actually be exported from Liberty, merely transhipped THROUGH Liberty. While a minor point, this is the one point that has consistently been previously upheld in civil case law regarding ownership of goods and the responsibilities and liabilities of the shipping firms transporting those goods.

Thus, due to the relationship that APM has with both Interspace and the Bounty Hunters Guild, and on behalf of the board of directors of AP Manufacturing, I request an exemption, with appropriate license and bonding fee, for the transport of needed materials for support of Bounty Hunter Guild operations in ALL houses of Sirius and surrounding territories through your naval blockade. The Bounty Hunters Guild will provide security such that any materials that have military application will remain secure.

Of course, I also have assurances that the Bounty Hunters Guild will remain neutral with your armed forces during this conflict, regardless of any bounties that may actually be posted by ANY government or private individuals. The Guilds concern is with assisting the police of ALL houses in apprehending criminal elements.
