History:
The Kusari State Police was founded in 322 AS, and patterned on the Samurai police of shogunate Japan. Previously, the police force in Kusari was comprised of numerous local and planetary offices with no central organization or authority. The new Shogun ordered the reorganization of the police forces, under the leadership of the Machi-bugyohsho. This new police force would have authority throughout Kusari, and would police both commoner and Samurai alike. It is possible that the reorganization was also intended to remove the remaining Hideyoshi loyalists from positions of power. In addition, the Ōmetsuke, semi-secret inspectors tasked with policing high ranked Samurai and lords, disappeared from sight, though it is rumored that they still exist and report to none other than the Shogun himself.

The Kusari State Police today:
The modern Kusari State Police is comprised of a relatively small number of officers, as it has always been. They handle the delicate task of managing the daily happenings in Kusari, and deal with representatives from Kusari corporations and political groups, as well as commoners and foreigners. Since Samura, Kishiro, the Hogosha, and the Farmer's Alliance typically police themselves, much of an officer's job is to deal with foreigners, pirates, and local criminals such as the Blood Dragons and Golden Chrysanthemums. The Kusari State Police also takes care of those cases when internal politics spill over into the public realm. Traditionally, the police would also be tasked with internal security among the Kusari Naval Forces, but it has been more than two hundred years since a police inspector last set foot on a naval vessel for this purpose. Some see this as a sign that the Kusari State Police's power is waning, while others say this suggests that the Ōmetsuke still exists. Many, however, point out that the State Police and the Naval Forces cooperate on a daily basis, and there is very little friction between the two organizations.

Internal Organization:
The Kusari State Police is headed by two Machi-bugyoh, who serve as judges, magistrates and chief of police. They are assisted by a small number of assistant magistrates, the Yoriki. The regular police officers are the Doshin.

The Machi-bugyoh report directly to the Imperial Court, and are high-ranked samurai who are responsible for judging cases of great importance. They also have the power to set state policy, though in practice, this power is almost never used.

The Yoriki are the assistants to the Machi-bugyoh, and are responsible for handling day to day affairs. In addition, they serve as the executioners of the Kusari State Police, and due to this they are banned from the royal court, despite their status as high ranking samurai. The Yoriki are the highest-ranking officers seen with regularity in space.

The Doshin are the regular officers of the Kusari State Police, tasked with patrolling the trade lanes, enforcing the law, and dealing with the intricacies of daily Kusari politics. Although they are the lowest ranking officers, each and every Doshin is still a samurai, and therefore outrank any non-samurai, at least in theory.

Allowed Ships:
Drake - Though outdated, these ships are still sometimes used for training purposes.
Wyrm - All officers are expected to fly this ship while conducting regular patrols.
Chimera - Specially trained officers fly these ships to deal with situations where the enemy has significant firepower at their disposal.
Umibozu - The Kusari State Police has a small number of these bombers available, for use against heavily armored smugglers, unruly capital ships, or Edgeworld pirates.
Kusari Gunboat - On permanent loan from the Kusari Naval Forces, these ships are mainly tasked with the defense of the Fukuoka system.

Allowed Equipment:
All officers are allowed to use civilian, generic, and Kusari military weapons. Codename weapons and non-Kusari equipment require permission to use.

I would like to revive the Kusari State Police faction. Some of you may have seen [KSP]Sakura.Kai or [KSP]Shiraha in game, and hopefully had a good interaction with me. I've been flying the [KSP] tag for a while now, in fact it was the first "faction" that I joined. Unfortunately, it had all but completely died out when I started playing, which is a real shame because Kusari has such interesting roleplay, which I feel most of the server has little to no idea about.

And that is my vision for the foundation of this faction. A group of roleplayers, who set a good example for the rest of the community and teach new players how to become good RPers. Now, of course there will be combat. After all, that's the entire basis of the game called Freelancer that we play. And yes, the KSP faction will shoot criminals and whatnot. But that will all be within the RP that we create. So the idea is to do all the things that players normally do, but use RP reasons for doing them.

Now, for faction information, the KSP has already attempted twice (at least) to become official, so all the information is already there. See this thread for the already-written faction information. I will be using that as a base and rewriting parts of it to flow better or to reflect current Discovery happenings. I will start with an unofficial KSP faction, and hopefully as it grows and attracts more members, we will transition to becoming an official faction.

I'm using this thread to gauge the interest of the Discovery community and to collect feedback and advice, particularly from police players and faction leaders. Symbols are powerful things. In the history of humankind, they have always served as something to rally around, a representation of a mission, a cause, or an idea. And in a society like Kusari, where organizations had long memories and grand histories, their symbols served as connections with the past; connections that went back thousands of years, spanned the mind-numbing vastness of space, and found their roots in a nation, a culture, and an identity back on old Earth.

So when the formal seal of the Kusari State Police, the seal that could trace its own lineage all the way back to Earth, was affixed to the newsnet announcement, people sat up and took notice. Or they sank into their memories and reminisced, about great heroes learned about in childhood, beloved family members who had been officers, or simply about the police that they saw nearly every day, keeping the peace and protecting them from harm. Eventually though, everyone looked beyond the seal and onto the message that it was affixed to. After reading it, people said out loud or thought in their heads "Ahh, that's right. Today's the day. Maybe I should go there and take a look." And go they did, all through the day, down to the local police station.

It was a scene repeated in every city, on every station, and anywhere else that the Kusari State Police had a station. There were the hopefuls, displaying various levels of nervousness. There were the officers, resplendent in their dress uniforms and gleaming armor. And there was the form, empty, with a pen next to it. Today was open recruitment, the one day of the year when the police would accept applications from anybody who wished to join. It didn't matter who you were, how much money your father had, how many friends your mother had, or even if you had living parents or not. It didn't matter if you showed up in a fine business suit, traditional garb, or the rags of a vagrant off the street. It didn't matter if you were born in the spires of New Tokyo, the fields of Kyushu, in some foreign land, or in the depths of space. It didn't even matter if you had killed a man, or two, or twenty, and escaped from prison afterwards. Today, this one day of the year, everyone was given an equal chance to serve Kusari.

In some places, there was a large crowd gathered around the station, complete with news cameras and a party atmosphere. As a person stepped forward and approached the paper, the crowd would give a great cheer, and as he finished writing and headed back into the crowd, clutching a half-sheet of paper in his hand, they would congratulate him, offer him a bow or a handshake, and in all cases, look upon him with a sort of awe. He was no longer what he was in his past life, but instead took on a new role that day.

In other places, there was no crowd and no cameras, just the officer standing in his uniform and armor, the applicant, and the paper. Little was said, but many officers who had signed on this way, or stood there as lone applicants nervously filled out the paper, preferred it this way. It was a quieter, more personal, more intimate ceremony, fitting of the gravitas that such a decision merited.

Whoever the person, whatever the circumstances of their life or around their action of filling out the paper, they all had the same purpose now, and the same instructions. Spend one last day with your friends and family, do whatever needed to be done in leaving your past life, then show up early tomorrow morning and prepare to be tested. Many would be turned away, told to return to their past lives, and carry no shame from this decision. But the few that had enough skill, determination, and a fair helping of luck, would be accepted, and trained as the Samurai Police of Kusari.
