What about if there was a news item on each base that listed the appropriate techs for the owning base's faction? Ie, put all the Corsair usable techs on a news article only viewable on Corsair bases, and the same for Hessians, etc. That way it's easy to point out where they need to look?

It's not even all that difficult to put in RP terms. Something like:

"Planet Crete - Corsair Elders, fearful of espionage, have decreed that all Corsairs shall henceforth only use the following groups' technology..."
