Apocalypse.Now has been sanctioned for:

6.1 Every player must have an ID equipped on his or her ship. Players under level 40 might use Civilian IDs
(basic IDs sold on every station), characters who reach level 40 must choose an NPC faction to ally and get
the ID of this faction, or get a generic ID.

6.21 Attacking without an engagement notice is not allowed. All attacks must be preceded with some form of RP, regardless of NPC faction diplomacy.

The 6.1 covers the parameters of your ID as well, and use of capital ships outside those quoted on the that ID.
The 6.21 is the second time you have been reported for that.

This is from the BHG Guard ID:

Can only fulfill bounty contracts against fighters or gunboats by using a fighter, bomber, freighter, or gunboat,
unless the target is in a capital ship, then the same class of capital ship may be used to collect the bounty, but
Core cruisers and battleships can only collect bounties within the Omicron, Omega, or Sigma systems.

There were no bounties in force on any of the ships involved, and all were of much smaller class.
If you want to just hunt pirates, you join the requisite military forces. You are by definition, a hunter of bounties.
Your engagement notices lack what is required by the rule.

Fined all credits and guns, sanction notifications are in your hold.
