It's an interesting idea, but it would get abused, and the admin would not be happy about it.

I'm not talking about a deluge of reports regarding one person/one violation, but rather, a dramatic increase in the number of rule violation reports altogether, especially weak and wrongful reports(which account for a small percentage of actual rule violation reports).
