mmh... it would reduce bickering, but how can you tell the difference between a real rule violation report, one that's done out of spite and one that was done for the lols?

That's the thing, it would be up to the admins to make a decision, if there are even any on to catch the rules violation to begin with. The purpose of this is to end situations like the affore mentioned, where people continually pop out of a base and attack without provocation, pirating in cap ships, or blatantly failing to stay In Character. Most, after seeing the rule, will also self correct, if they simply were not aware that they were breaking the rules, which I imagine will happen most of the time.

This should not in any way replace the current rules reporting system, for instances where parties are killing without authorization, such as trader ID's attacking trader ID's, or Lawful/Military ID attacking Freelancer IDs. Situations like that, and many other short lived rules violations, most definately should come with photographic evidence. Further, before and after reporting a rules violation as such, evidence should be gathered, in the event an admin is not available and a violation report 'Proper' needs to be filed.

Lastly, this command, like many others, will absolutely and most definately be abused. That's a given for any system command that can be used to communicate between 2 or more individuals. However, these situations where abuse is blatant and obvious can be handled through sanctions much as any abuse on the server is. However, because for the command to really be used effectively an admin has to be present, it will be much more difficult to abuse, because when it's all said and done, you have to convince the admin. An entire situation should take at most 5 minutes, long enough for the admin to warp to the player, observe the situation, and pass judgement.

I imagine that when it first is incorporated, there will be a bombardment of the command. However as people become accustomed to it, use will taper off to only major rules infractions that need immediate attention, and the general public will become much more educated on exactly how to conduct themselves. Further, I do not expect admins to make an appearance for every report made. Were I an admin, I would only go to reports where more than one person has reported the same issue about the same individual. Pirate/trader bickering about who engaged who first within what boundaries is outside of the scope of this proposal. Besides, being able to show the individual that he has, in fact, been reported, and exactly what he has been reported for, should be enough to deter him from whatever offense he is commiting, and if he is not deterred, well, he will get reported again and draw admin attention soon.
