truthfully I look at the diplomat as an item that adds realism to the freelance world. Since the objective of the diplomat is stated on our GNN News lets assume everyone knows about it. When other factions develope diplomats then this leaves room for assinations and sabatoge between factions, again allowing for a more realistic feel in the game. Yes they may be used as tools to end wars and ways to start them. I think they would also be targets to to help incite turmoil among faction polotics. Thats my take on a diplomat at least.
