I think you do realize there are enough contenders to "reduce the Nomads in numbers". Just because the Order is preoccupied with BHG (at times mind you, they still engage Nomads, they still conduct their research, they still try to find ways to deal with the menace, they are still The Order) doesn't make them anything different, it doesn't somehow make their primary goal wane off. Basically it's a threesome battlegrounds in the region: Order, BHG and Nomads fighting each other. Peculiar, yes, but also delicate balance of sorts, so it's best to keep it the way it exists not to break things that took a lot of time and effort to build. If anything it's the Nomads who need allies, but alright.
