I agree that there is existing structure for what it suggested - in fact it could be a description of the Order, erstwhile members of military who have devoted themselves to dealing with a new threat - from several years ago. If a player doesn't want to be part of an existing structure, then it might be prompted not by the fact that the game doesn't accomodate their idea, but maybe how the game is played by other players. I've met a few LN ships out in the Omicrons. It's odd, sure, but not beyond belief. For some of them the RP goes off in weird and unusual and unique directions (the LNS-Tundra for example).

My remark about uniqueness was prompted by the fact that for the player who posted it (a relatively new one at that) it is unique. How this attempt to make something workable goes is down, in large part, to advice we give. He might intend to be friendly to all humans - that would be the Order too, but unfortunately not all of us are inspired by such humanitarianism. In fact, a LN capital ship in Delta or Kappa would be a tasty snack for pretty much everyone....so far from home or friends....

To the OP I'd say, you can play out the role you describe here mkost effectively using a different ID (Order). But you can't have everything - unrestricted access to all ports, lawful ships and no enemies. You may have to create the Liberty flavour you describe in other ways than ship or gun choice.
