@Athenian: LNS-Tundra is a unique case, and it's a special request which has been granted, it's not a faction, so let's not try to put these two things into equation - they're absolutely different, both in terms RP goals and in game/RP implementations as well. Tundra is consistent with related factions/individuals and took a long path to get to the current state. This, however, is not consistent.

Pretty much for an idea there got to be grounds existing to build upon, can't build on a place already taken by someone, those common grounds existing between individuals and factions around, official or unofficial. So there are lots of things to consider, especially how the idea will affect others directly and indirectly. Global consistency is very difficult to maintain as it is, and creating many instances of the same factions modifying them greatly begin to blur and distorting the distinction they have, effectively damaging roleplay overall causing inconsistencies and confusions as to who plays what and how things, individuals and factions, are related to each other, becoming a mess that would be nearly impossible to understand. There is much more to it, but that's just a basic outline I wanted to say as regards ideas, uniqueness and things like that. Like a big puzzle, if you try putting too many pieces (roleplay models, stories, concepts) from a different puzzle set eventually you'll fail to recognize what is the whole picture the puzzle pieces make up.
