Anyways, my personal opinion of the whole argument how not everyone has access to Ageira's shieldbuster tech, I'd actually disagree there.
I think of it more like the whole lot of the Debs circulating the whole market, people selling them, reselling them, etc.
It's not something that Ageira has much use for anymore.

Think of it like an example from real life. Like for example, Nation X is at war with Nation Y.
And Nation Y gets weapon supplies from weapon dealers, and some of those weapons turn out to also be used by Nation X.

Anyways, it comes down to this, I think that Ageira does not have a firm grip on where their weapons go, really.
