Looking at the underlined portion of the text, it clearly sets out that Corsairs are different, separate and a sizable portion of the population, and that relations between Zoners and Corsairs on the planet are about what they are in space. So I really think two docking rings would be a intresting way to make this relation more important to both sides to maintain.
