Joe is right with that. If I encounter a Corsair IFF, I am already on my toes. Moving closer to the ship, to get the ID. If the ID is one of a corporation, I tell them, that their IFF transponder is broken.
When the ID is generic like Mercenary or Freelancer, I ask him to stop.
Then he will get questioned and in 90% of all situations he ends up moving out of Rheinland space, because his explanations are telling me, that he is close to the Corsairs.

He will be treatened as any other Corsair. "Move out of Rheinland or I will show syou the only spot to stay inside our space. Vierlande."
Everybody gets his chance, if they dont comply, they get shot at. Its not the lawfull, who wants a fight, its the unlawfull then. Dancing on the laws nose is always a bad idea. Getting shot at after that, is a total common roleplay behaviour.

No officer would let a possible troublemaker roam around inside his space. Corsair IFF, Generic ID and no good excuse, are enough reasons to think of a bully.
