Also, as Zig said, this organization isn't exactly funded by the crown, but by the individuals themselves. Sort of like Winston Tobias' attack wing, not in the BAF but serving Bretonia with whatever they have.

Teschy's exactly right - the Order isn't an Armed Forces battlegroup and doesn't belong to the Armed Forces. The Order of the Lion consists of those Bretonian citizens and former BAF or law enforcement officers courageous enough to take up arms themselves, in the name of public service and defending the Commonwealth, to do what the Bretonian military and police cannot (due to being understaffed, in the case of the BPA, or far too busily engaged otherwise, in the case of the BAF) and to put an end to the Corsair menace by striking at the Corsair's homespace. It may be allied to the Armed Forces, it may be viewed with approval by the Bretonian government, and it may make use of spare Bretonian technology, but it isn't an Armed Forces faction at all and isn't a "Bretonian force", as Taffic calls it, but rather a "force of Bretonians".
