Its all about timing - this Faction proposes fighting a war on 2 fronts, which would make any tactician shudder. Going after Gamma divides Bretonian forces, when it would be better to leave 1/4 of their strength in Cambridge to act as a defensive buffer versus Corsair incursions.

Sometimes, sitting on your ass and waiting for things to happen isn't the most efficient tactic. The Corsairs are very active, and are launching endless raids on Cambridge and Leeds. This is where the Order comes in. The first goal of this faction is to push the Corsairs back, and fight them in the Border and Edge worlds, and not in Bretonia, so that trading and production within the state boundaries won't be disrupted. That only means better war funding for the BAF and BPA.

Also, as Zig said, this organization isn't exactly funded by the crown, but by the individuals themselves. Sort of like Winston Tobias' attack wing, not in the BAF but serving Bretonia with whatever they have.
