hm, interresing ideas dab. You dont like Corsair population on Canaria, so lets cut it. i dont like zoner freeports in theta and in o41 because they are still used as bases for attacks by hutners. so lets attack them and rename them to corsair base 1 and corsair base 2 (the same mechanics as you used dab... )
And to the attacks in 49. someone here typed things how corsairs are friendly with miners. Yes they are, with CR (colonial remnants) but when you look on diplomacy of the IMG faction you see one thing:

Independent Corsairs
TBH
OPG
Benitez
and you think when pirate has someone in weaktrade ship infront of guns, and he know that he is stated as unfriendly, he has reason to stay back? No!

and about people still screaming that corsairs can make nothing, because they need food from zoners. Dont forget that times are changing. biodomes in 91,94, and is not so hard to make deals about food with farmer alliance, which make bigger friendship between corsairs and kusari (for example food for weapons for farmers,+staying away from kusari and helping with massive attacks against bretonia) (only example)
so then you have population on gran canaria that dont need to stay quiet any longer, because it can be suplied from their own people.and what then?
zoners always forget one thing. they need peace with corsairs exactly so much as corsairs with zoners. both have profits from that.
