All the bombers should have near the same agility.. That we shouldn't change. Perhaps on one we give it three torp slots but only 2-3 guns. Instead of the current 2 torps and 6 weapons. Don't take the CMs off any of them.. Mines, yeah, but people don't use them in bombers much.. I'd say weaponry and energy changes. One bomber might have 3 torps, but only 3 guns instead of 6, while another has 4 torps and 4 guns, but the energy on it only allows three torp launches at a time, and slowly recharges, so you would have to be careful in aim and strategy or you will quickly run out of energy.
