Most of the Rules involving trade are Roleplay-Rules such as Embargoes. You will suffer in-RP consequences for breaking them, but not get sanctioned. As a trader some of the things you need to watch out for are:
*Does the ID you are carrying allow you to fly that Transport? (Trader ID only allows up to 3500 cargo ships. Same with Smuggler and Freelancer IDs, but Smuggler ID also allows the Pirate Train, which can't dock on lawful bases.)
*Does your affiliation make you friendly enough to dock at that base? (A Universal Shipping trader wouldn't be docking on a Corsair base, for example.)
And never - ever F1 away from a pirate.
My suggestion for you would be to fly with a Smuggler ID. It allows you to do lawful trade, but also gives you more avenues of Roleplay by Smuggling. Either the Firefly or Pirate Transport would be a good choice of vessel.
