Should official factions have more power?

Good RP defines with creativity and a good knowledge about what is going on in the RP environment in my humble opinion. An example:

Good RP:
A smuggler with a load of toxic waste and some units of Cardamine floats in front of a police officer.
Police: "Pilot of the vessel <put name here>, cut your engines! My scanners show that you have Cardamine on board."
Smuggler: "Sir? There is no Cardamine in there. You may come on board and have a look at this toxic waste. But beware the radiation!"
Police: "Ah, maybe some malfunctioning scanners. Go ahead!"

Bad RP:
A smuggler with a load of toxic waste and some units of Cardamine floats in front of a police officer.
Police: "SMUGGLERZ! Cut your engines! Drop the Cardi or get shot!"
Smuggler: "You will never get me!"
Death: <put name here> was killed by <put name here> (Gun)

Otherwise the community decides what is good and what is not. Try to come up with an utterly rediculous faction proposal and you will see how the feedback is.
